Rutherford County Permit Expediting
Rutherford County is one of the fastest-growing counties in Tennessee, and its permit offices carry that volume. Murfreesboro, Smyrna and La Vergne each run their own building departments, and the county handles everything outside city limits. The county's own guidance starts with a simple instruction: verify that your property is actually in county jurisdiction before you apply.
NashPermits handles that check and everything after it. We identify the right office, gather the documents each one asks for, and follow the application until you have a permit in hand.
Four offices, four sets of rules
- Unincorporated Rutherford County is permitted by the Rutherford County Building Codes Department at One Public Square in Murfreesboro, which also handles plan review, inspections and zoning enforcement.
- Murfreesboro issues permits through its Building and Codes Department Permit Center at City Hall. Commercial permits use an electronic portal, and the city notes residential processing can take up to two weeks.
- Smyrna uses a Building Safety Department with an online portal, and contractors submit their state license, workers' comp certificate and town business tax documentation with the application.
- La Vergne takes applications online only through its Codes Department, and the city recommends pre-application conferences before planning commission or zoning appeals submittals.
Water, sewer and septic come first
In unincorporated Rutherford County, a building permit depends on showing that water is available or that an approved sewage disposal method is in place. For lots on septic, that means a state subsurface sewage disposal permit, usually supported by a soil consultant's report. In parts of the county served by Consolidated Utility District, developers also need a water service availability request before plans are submitted.
This is where rural projects lose weeks. We start the utility and septic side at the same time as the permit application, so they finish together.

Fees and paperwork add up
Permit fees are rarely the only cost. In Murfreesboro, permits are subject to the Rutherford County Schools Facilities Tax and city impact fees, and La Vergne adds impact and tap fees. Each city also has its own contractor documentation, from general liability certificates naming the city to notarized homeowner affidavits. We build the full checklist up front so the application is not rejected for a missing form. See our building permit and commercial permitting services for how that works.

Rutherford County permit FAQs
How do I know if my property is in Rutherford County's jurisdiction?
If the parcel is inside Murfreesboro, Smyrna or La Vergne city limits, the city issues the permit. If it is outside every city, Rutherford County Building Codes does. We confirm this from the parcel record before anything is filed.
What do I need before a building permit in unincorporated Rutherford County?
You need to show water availability or an approved sewage disposal method. On septic lots that usually means a state subsurface sewage permit backed by a soil consultant's report. We coordinate that alongside the building application.
What documents does a contractor need to pull a permit in Smyrna?
Smyrna asks for a Tennessee contractor's license, a workers' compensation certificate and a town business tax license or release. Homeowners pulling their own permit sign a notarized affidavit. We assemble the package so nothing comes back incomplete.
Are there fees beyond the permit fee in Murfreesboro?
Yes. Murfreesboro permits are subject to the Rutherford County Schools Facilities Tax and city impact fees, depending on the project. We tell you what applies before you apply so the budget is not a surprise.
